Can you identify this disease if it is one? This is the 2nd year in a row that about 50% of the canopy of this sunshine elm has been lost right after leafing out. It is 7-10 yrs old. Planted as a street tree and mulched and watered regularly. I’m thinking I need to remove it:(

Hello, The picture looks like the samaras (seed with wings) of the sunshine elm.
Here is a nice description of the tree: https://landscapeplants.oregonstate.edu/plants/ulmus-davidiana-var-japonica-emerald-sunshine
But you say the crown is not leafing out and branches are dying? That can be tricky to know what is up. WE do have Dutch elm disease in Oregon, but also a branch canker (fungi that kills bark) disease is somewhat common. You would need to submit a sample to the OSU Plant Clinic for testing to really determine what is going on. If you have dead branches, try to get a sample that includes live and dead material.
