Small bugs flying over grey powdery substance in garden bes #864737

Hello, I am starting to plant food in a geodesic dome in raised garden beds. Recently I noticed a grey powdery substance on top of the soil and it appears that multiple small bugs are flying around this. I am curious if this is harmful and if so, how do I get rid of it?

Hi Jessica,  Unfortunately I cannot reall tell what this is from the photo as it would need to be much closer.  Feel free to send me closer up images and I will revist.
