Shrub identification

These bushes were planted by our developers. They have elongated waxy leaves. The newer leaves are redish maroon and are evergreen. I have not noticed any flowers over the past year.

I Bought a Sunny Okinawa Oriental Lily from Home Depot. It had one or two flowers. The flowers died out and no more flowers appeared. There are 5 stems but no evidence of new flowers. The stems look good, green and sturdy. Is it done or what do we do now?
