Chestnut tree damage

I've planted several Dunstan chestnut trees. The trees are doing well, but leaves are being eaten pretty aggressively by an insect. I've used a "garden and shrub" topical spray with some effect, but the effect vanishes after a rain.

Attached are the photos of the front and back of an affected chestnut leaf. Can you tell from these what sort of pest is involved? If so, what pesticide(s) might I use? Note: The trees are certainly several years away from producing nuts. Would a systemic pesticide of some sort be useful?
