What is this plant?

Can you identify this? I bought on discount ,so no tags. Thought it was a bubba willow until it bloomed.

Bermuda grass question

I sodded Bermuda 2 years ago. My yard is real "spongy". When you mow it seems to burr some areas and smooth cuts others. I've read that raking sand over the yard would help. I've also read that raking top soil would work too. Which method is best? Is this method also known as "top dressing" your lawn? Thanks. John
