My rose hips are always green and then rot to brown. When can I harvest them?

They are never red or orange. This is my first year trying to reproduce from seeds. I'm just curious if it is the climate or type of rose. When can I pick them? Help

No see um nugs

We have been told we have no see um bugs. They are biting me but not my husband. Have had exterminator treat house inside and out. They are in my car and at my office at work. What they sprayed with helps for a few days but does not get rid of them. Where do they lay eggs and how do you kill the eggs?

Upon entering my grandmother's basement, I found something growing everywhere! What is it? Is it dangerous? How do we get rid of it? Obviously there is a moisture problem, but there is so much of it we can't get to the water or drain lines to find the problem.
